Scope data is re-entered at every stage of the bid cycle
A tender scope is typically transcribed at least three times between receipt and closeout: into an estimating spreadsheet, into the proposal document, and again into a project system following award. Each transcription introduces opportunity for omission, and each one moves the working scope further from the wording the client issued.
